Santa storms into the village square, flinging a bundle of papers onto the ground.
“It’s madness, Banta! Utter madness!”
“I’ve been on a pilgrimage for three days, not to a temple, but to government offices!”
Banta, calmly carving a piece of wood, looks up.
“A three-day pilgrimage for a simple permit?”
“Did the gods demand a special penance?”
“Worse than any penance!” Santa fumes.
“I wanted permission for our village youth to clean Triveni Ghat before the upcoming Kanwar Yatra.”
“I went to the office in Rishikesh town.”
They said, ‘This part of the Ghat comes under Tehri district, go to their office.”
“I took a bus to the Tehri office.”
“They looked at my paper and said, But the approach path you will use falls under Dehradun district, you need their permission too!”
“I went to the Dehradun office.”
“The officer there, after a long lunch, told me, Since your volunteers will cross the bridge from the other side, you also need a note from the Pauri district office!”
“Banta, my head is spinning!”
“It’s one city, but it’s ruled by a three-headed Rakshas!”
Banta chuckles, but there’s no mirth in his eyes.
“Ah, Santa, you have just met the Trishir Rakshas – the three-headed Rakshas that governs Rishikesh.”
“And you have discovered its greatest power: the power of confusion.”
“A Rakshas ?” Santa asks, forgetting his anger in his curiosity.
“Indeed,” Banta explains.
“Imagine a Rakshas with three heads.”
“The right head wants to go east, the left head wants to go west, and the middle head is busy looking up at the sky.”
“The body, which is Rishikesh, cannot move.”
“It is paralyzed.”
“Now, imagine a fire breaks out, or a flood warning is issued.”
“Which head will give the orders?”
“The Tehri head?”
“The Dehradun head?”
“Or the Pauri head?”
“While they are arguing, the fire will spread, and the flood will arrive.”
“Who is in charge?”
“Nobody knows for sure!”
He continues, “This fractured jurisdiction, as the big-shot consultants call it, is the single biggest threat to this sacred city.”
“It stops good planning, complicates simple tasks like your cleanliness drive, and in a real disaster, it would create catastrophic chaos.”
“A city needs one brain, one unified command, especially a city as important and vulnerable as Rishikesh.”
Santa sinks onto the bench, defeated.
“So, this three-headed Rakshas is our biggest problem?”
“Even bigger than the earthquake or the flood?”
“It is the problem that makes all other problems worse, Santa,” Banta says gravely.
“Because it prevents us from preparing properly.”
“We need a single, powerful Rishikesh Municipal Disaster Management Authority that can act as one brain for the entire city, cutting through these district boundaries.”
“We need one leader who can command the demon‘s entire body during a crisis, not three heads pulling it in different directions until it tears itself apart.”

- आपने पढ़ा या सुना जरूर होगा कि जोखिम समुदाय कि संख्या का समानुपाती होता हैं – जितने ज्यादा लोग उतना बड़ा जोखिम। तो चार धाम यात्रा हो या ना हो, ऋषिकेश में साल भर कुछ ना कुछ होता ही रहता हैं और भीड़ हैं कि कम होने का नाम नहीं लेती हैं।
- सो ऋषिकेश में जो आपदाओं का जोखिम हैं, वो खासा बड़ा हैं।
- फिर यहाँ आने जाने का भी एक ही रास्ता हैं, जिसमे प्रायः जाम लगा रहता हैं। ऐसे में किसी भी आपातकालीन स्थिति में त्वरित प्रतिवादन होगा भी तो कैसे?
- वो कहते हैं ना, करेला और वो भी नीम चढ़ा – सो वे जो शहर हैं तीन अलग-अलग जनपदों में बंटा हैं – गंगा के इस पार देहरादून व टिहरी तो उस पार पौड़ी। ऐसे में इसकी गारंटी कौन लेगा कि आपदा के समय इन तीनो जनपदों में समन्वय रहेगा।
- तो सच कहें तो ऋषिकेश में अकेले जोखिम ही नही, समस्यायें भी बड़ी और जटिल हैं। अब बड़ी हो या फिर छोटी समाधान के लिये कोशिश तो करनी पड़ेगी और समाधान भी होते होते ही होगा – रातों रात तो कुछ होने से रहा।
- अब शुरुवात करें तो कहाँ से। वैसे तो शुरुवात होनी चाहिये, चाहे वो जहाँ कहीं से हो।
- अभी हाल भारत सरकार ने आपदा प्रबन्धन अधिनियम, 2005 में भारी भरकम संशोधन किये हैं। पूरा पड़ने का शायद मौका ना लग पाया हो। बाकी का जो हो आपको अनुच्छेद 42A जरुर पढ़ लेना चाहिये – यह शहरी आपदा प्रबन्धन प्राधिकरण से सम्बन्धित हैं।
- अतः शुरुवात ऋषिकेश शहरी आपदा प्रबन्धन प्राधिकरण की स्थापना से की जा सकती हैं – इससे एक तीर से कई शिकार हो सकते हैं। जनपदों के बीच के पचड़े समाप्त होंगे और जब प्राधिकरण रहेगा तो वो आसन्न ख़तरो व जोखिमों का आंकलन भी करेगा, इनके निदान के लिये योजना भी बनायेगा, मॉक अभ्यास करेगा, विभागीय समन्वय सुनिश्चित करेगा, प्रतिवादन की तैयारी करेगा और जब जैसी जरुरत होगी, वैसा प्रतिवादन करेगा।
- तो ऋषिकेश शहरी आपदा प्रबन्धन प्राधिकरण से शुरुवात की जा सकती हैं। ठीक हैं ना? या फिर आपके इरादे कुछ और ही हैं?
