A story about a perfect storm of failures, and the realization that bad luck is often just bad planning in disguise.
Santa was inconsolable. The news from the Eastern Himalayas seemed to go from bad to worse.
“Banta, this is just the worst luck in the world!” he lamented, pacing the room.
“First, the rains were extra heavy this year.”
“Then, the disaster struck right when all the tourists were there for the holidays and the Nepalese were traveling for the Dashain festival!”
“And as if that wasn’t enough, the dam in Bhutan also had to malfunction at the exact same time and release more water!”
“It’s like three very unlucky cousins all decided to visit on the same terrible day!”
Banta, who had been quietly taking notes, looked up. He seized upon his friend’s brilliant, accidental analogy.
“You are absolutely right, Santa,” he said, his voice now taking on the tone of a master storyteller.
“It was indeed a visit from three cousins.”
“But their names are not Unlucky.”
“Their names are Ignored Warning, Poor Planning, and No Cooperation.“
Santa stopped pacing, intrigued.
“Let me tell you about them,” Banta continued.
“Cousin Ignored Warning is the one who stands in the street screaming, ‘The house is on fire! Everyone get out!’ But the people inside are too busy partying to listen.”
“The IMD issued a Red Alert, Santa.”
“They shouted the warning.”
“But the message never reached the remote villages, the people most in danger.”
“So, Cousin Ignored Warning arrived, and he was not happy.”
“Next to arrive was his brother, Cousin Poor Planning,” Banta went on.
“He is the one who invites a thousand guests to a small house that can only hold a hundred, and he does it in the middle of a thunderstorm.”
“The disaster struck during the peak tourist season and a major festival.”
“The roads were already choked.”
“When the landslides hit, there was no way for people to escape.”
“Cousin Poor Planning made sure the trap was perfectly set.”
“And finally,” Banta said, his voice dropping to a grim whisper, “the third cousin knocked on the door.”
“His name is No Cooperation.”
“He is the selfish neighbour who lives in the apartment above you.”
“When his bathtub overflows and water starts pouring through your ceiling, he doesn’t call to warn you.”
“He just quietly hopes you won’t notice.”
“The dam in Bhutan malfunctioned, releasing a torrent of water downstream into West Bengal, compounding the chaos.”
“A simple, cross-border phone call could have given people a precious head start.”
“But Cousin No Cooperation never picks up the phone.”
He looked at Santa, his story complete.
“So you see, my friend,” he concluded, “what happened in Sikkim and Bengal was not a random stroke of bad luck.”
“It was a perfectly planned family reunion.”
“And these three dangerous cousins—Ignored Warning, Poor Planning, and No Cooperation—are relatives we foolishly invite into our homes, again and again.”

- दुर्भाग्य वास्तव में एक के बाद एक की गयी पूर्वानुमेय गलतियों का नतीजा होता है / Bad Luck is a Chain of Predictable Failures: कोई भी आपदा किसी एक दुर्भाग्यपूर्ण घटना का नतीजा नहीं होती है – असल में आपदा नियोजन, सूचनाओं के आदान प्रदान व आपसी समन्वय से जुड़ी पूर्वानुमेय व लगातार की गयी गलतियों का नतीजा होती हैं। The story teaches that major disasters are rarely the result of a single, unlucky event. They are almost always a cascade of interconnected and predictable failures in planning, communication, and cooperation that amplify an initial hazard.
- पूर्वचेतवनी का अंतिम व्यक्ति तक पहुंचना जरूरी है / Early Warnings Must Reach the Last Mile: दूर-दराज इलाको में रहने वाले उच्च घातकता वाले समुदायों तक न पहुंच पाने की स्थिति में मौसम विभाग या अन्य केन्द्रीय संस्थानों या विभागों द्वारा जारी की गयी चेतावनी औचित्यहीन हैं। समुदाय के अन्तिम छोर तक कई माध्यमों से पहुच सकने में सक्षम व सुदृढ़ चेतावनी प्रसारण तंत्र का होना अत्यन्त आवश्यक हैं। A Red Alert issued by a central agency is useless if it doesn’t reach the most vulnerable people in remote areas. A robust, multi-channel, and last-mile communication strategy is a non-negotiable part of any effective early warning system.
- मानवीय आवाजाही से खतरा बढ़ता है / Human Mobility is a “Threat Multiplier”: पर्यटन, त्यौहार व अन्य के कारण आपदा से प्रभावित हो सकने वाले व्यक्तियों की संख्या में वृद्धि होती हैं। अतः भीड़ व यातायात प्रबन्धन को पर्याप्त प्राथमिकता दी जानी चाहिये। Peak tourist seasons and major festivals dramatically increase the number of people exposed to a hazard. Crowd and traffic management must be treated as a core component of disaster preparedness, not just a logistical issue.
- आपदाये सीमाओं में बंध कर नहीं रहती है / Hazards Don’t Respect Borders (Transboundary Cooperation): देश या प्रदेश की सीमाओं के बाहर से बह कर आने वाली नदियों के होने की स्थिति मे ऊपरी क्षेत्र में स्थित अन्य देश या राज्य के द्वारा लिये गये निर्णय या की गयी कार्यवाही निचले क्षेत्रों में आपदा का कारण बन सकती हैं। अतः देशो या प्रदेशो, विशेष रूप से बांधो के संचालन के लिये उत्तरदायी प्राधिकारियों के मध्य, सूचनाओं के त्वरित व प्रभावी आदान-प्रदान के लिये सुदृढ़ व्यवस्था का होना जरूरी हैं। In shared river basins, the actions of one country (or state) can have catastrophic consequences for another. A lack of clear, real-time communication protocols for events like dam releases is a critical and unacceptable gap in regional safety.
- आपदा की कड़ियों ध्यान दो और गलतियों से सीखो / Deconstruct Disasters to Learn: भाविष्य में आपदा की सम्भावना को न्यून करने के लिये वर्तमान में घटित आपदा के सभी पक्षों का गहन व निष्पक्ष विश्लेषण करते हुवे आपदा के लिये उत्तरदायी सभी पक्षों – यथा नियोजन, सूचनाओं के आदान प्रदान, आपसी समन्वय से जुड़ी पूर्वानुमेय गलतियों तथा अन्य को चिन्हित कर, भविष्य में दोहराव की सम्भावना के निराकरण के लिये आपदा, बाढ़ व बांध प्रबन्धन सम्बन्धित सभी योजनाओ को उच्चीकृत किया जाना चाहिये। To prevent future tragedies, it is vital to analyze past events and identify all the contributing factors—the “three cousins” of ignored warnings, poor planning, and no cooperation. Addressing only one of these is not enough.
