He was finalizing a plan for a new, mass-market concrete tourist commercial square lined with international fast-food chains and plastic-packaged retail brands.
“Look at this paperwork speed, Banta!” Santa cheered, dropping his rubber stamp.
“We have approved these projects by bypassing long, boring Environmental Impact Assessments (EIAs) with mandatory local consultation clauses.”
“Why waste months conducting carrying-capacity audits and listening to village panchayats?”
“These fast-food chains bring immediate consumer lifestyle and urban status to our district!”
Banta walked in, carrying a large plastic mesh sieve choked with thousands of multi-layered plastic food wrappers, un-composted organic waste, and mud, which he dumped directly onto Santa’s clean desk.
“Santa-ji, your fast-tracked approvals have just created a luxury waste bottleneck,” Banta said, pointing to the mountain of plastic wrappers on the files.
“You are designing a smart city on paper, but you are creating an ecological sieve in the valley!”
Santa jumped back from the mess.
“Oye Banta!”
“This is garbage from the tourist market!”
“The municipal corporation will sweep it up eventually.”
“Why dump it on my official files?”
“Because your files are what allowed this garbage to strangle our environment, Santa!” Banta shouted.
“Our Himalayan destinations are accumulating tens of thousands of tonnes of single-use plastic waste annually, which ends up clogging our natural drainage lines and polluting our sacred river channels because our infrastructure cannot handle the volume!”
“Instead of fast-tracking commercial overrides, true governance reforms demand that we enforce strict Environmental Impact Assessments (EIAs) with mandatory local consultation and climate resilience clauses.”
“We must integrate traditional, low-waste circular practices—such as community-led decentralized composting and banning non-biodegradable tourist packaging at transit check-posts.”

Santa looked at the plastic wrappers covering his official development stamps, the structural reality of the garbage crisis breaking through his administrative checklist.
