The insurance agent has just explained the premium for a home insurance policy to Santa.
Santa’s face is a picture of comic disbelief.
“So much money every year!” Santa exclaims loudly.
“And for what?”
“On the chance that the earth might shake!”
“And you are telling me I have to pay the same premium as my neighbour Mohan, whose new house wall looks like it was built with mud instead of cement?”
“My house is much stronger!”
“This is daylight robbery!”
The agent tries to explain the standard rates, but Santa is not convinced.
Banta, who has been listening quietly, steps in.
“Agent Sahib,” Banta begins politely, “Santa ji has a point, even if he says it a bit loudly.”
“You are asking everyone to pay a similar rate, regardless of the quality of their house.”
“But what if you turned your insurance policy into a Suraksha ka Inaam?”
“Inaam?” the agent asks, intrigued.
“Yes,” Banta continues, his eyes lighting up with the idea.
“Imagine you told the villagers this: If you build your house using a government-certified, trained mason, we will give you a 10% discount on your premium every year.”
“Or, If you get a safety certificate for your house from a qualified engineer, confirming it meets earthquake-resistant standards, you get a 15% discount.”
“Or even, If your traditional house is well-maintained and built with proven indigenous techniques, we will offer a special heritage premium.”
Santa, who was busy fuming, suddenly stops.
His ears practically stand up.
“Wait… a discount?”
“You mean, less money?”
“Exactly, Santa,” Banta says, turning to him.
“If you could prove that your house is genuinely safer than Mohan’s, you would be rewarded with a lower premium.”
“This way, the insurance company gets a safer property to insure, which is less risk for them.”
“And you, the homeowner, get a direct money-saving reason to invest in safety and quality construction.”
“It creates a win-win situation!”
The agent looks thoughtful.
“A differential premium based on certified safety…”
“That’s actually a very innovative idea.”
“It would incentivize people to build better.”
Santa is now rubbing his hands together.
“So, if I get Deenu Kaka properly trained and certified, and he builds my new room using all the right rules, I can save money every single year?”
“Harish, the engineer‘s son, could give a certificate!”
“Suddenly, this insurance doesn’t sound like robbery at all!”
“In fact, it sounds like a very clever investment!”
“Agent Sahib, give me that form!”
Banta chuckles to himself.
The surest way to Santa’s head, and to promoting voluntary compliance, was often through his wallet.
A safety discount was a language everyone understood perfectly.

-
जोखिम-आधारित प्रीमियम द्वारा सुरक्षित निर्माण का प्रोत्साहन / Risk-Adjusted Premiums as a Financial Incentive for Resilience:
-
जब गृहस्वामियों को प्रमाणित राजमिस्त्रियों के उपयोग या स्ट्रक्चरल इंजीनियरिंग ऑडिट कराने पर बीमा प्रीमियम में छूट (‘सुरक्षा का इनाम’) मिलती है, तो आपदा प्रतिरोधी निर्माण एक अतिरिक्त खर्च के बजाय एक लाभदायक और दीर्घकालिक निवेश बन जाता है / Linking property insurance premiums directly to structural safety standards (risk-adjusted premiums) creates a powerful financial incentive (“Carrot”) for voluntary compliance. When homeowners receive direct monetary rewards—such as premium discounts for hiring certified masons or obtaining structural safety certificates—disaster resilience transforms from an added expense into a lucrative, long-term investment.

बीमा कंपनियों के जोखिम और सरकारी देनदारियों में कमी / De-Risking Insurer Portfolios and Reducing Public Liabilities :
-
यह बाजार-संचालित एक ऐसा टिकाऊ ढांचा तैयार करता है जहाँ सुरक्षा का सीधा लाभ नीतिधारक (policyholder) और राष्ट्रीय अर्थव्यवस्था दोनों को मिलता है / Differentiating insurance rates based on verified construction quality reduces systemic vulnerability for insurance providers and decreases post-disaster financial burdens on the state exchequer. This creates a sustainable, market-driven ecosystem where safety benefits both the policyholder and the broader economy.
