The Bitter Medicine of Relocation

They were back at their cottage – there has been major devastation in Chisoti in Jammu and Kashmir, and the news cycle started  to move on from Dharali.

A government official was on TV, promising swift aid and a robust plan to “rebuild Dharali bigger and better than before.”

Santa nodded with approval, a sense of relief on his face.

“That’s good to hear.”

“The poor people there have lost everything.”

“They must be helped to rebuild their shops and hotels in the same place as quickly as possible.”

“Their entire livelihood is tied to that road, to the tourists and pilgrims.”

Banta listened to the official’s promise, a deep weariness settling on his features.

He picked up two stones from the garden.

“Santa,” he began, placing one stone on the table.

“This is a man’s broken leg after an accident.”

“What is the first thing a good doctor does?”

“He puts a plaster cast on it, so the bone can heal,” Santa replied.

“Correct,” Banta said.

“Now, what if the doctor knows the man will have to walk on a dangerously slippery path every day for the rest of his life?”

“If the doctor just puts on the cast and sends him back to the same path, is he truly healing him?”

“Or is he just patching him up for the next, perhaps fatal, fall?”

“He’s just patching him up,” Santa admitted.

Banta pointed to the second stone.

“That is what ‘rebuilding Dharali in the same place’ is.”

“It is putting a plaster cast on a wound while sending the patient right back into the path of danger.”

“It is not an act of compassion.”

“It is sentencing them to the next disaster.”

“The bitter medicine, the real cure, is to tell the man he can never walk on that slippery path again.”

“But Banta, that’s cruel!”

“Where will they go?” Santa protested, the human cost of the argument hitting him.

“That is the hard part,” Banta conceded, his voice softening.

“That is where the government’s real work lies.

Not just in giving out relief cheques, but in having the courage to implement a managed retreat and land-swap policy.”

“It means identifying safe land higher up and helping people to resettle there.”

“It means creating new economic opportunities away from the river‘s edge.”

“It is incredibly difficult.”

“It is politically unpopular.”

“But it is the only way to truly heal the patient, not just treat the symptom.”

“Rebuilding on that alluvial fan is not ‘building back better,’ Santa.”

“It is building back foolishly.”

• पहले से बेहतर और सुरक्षित या फिर वही पर, वैसे ही: आपदा उपरान्त पुनर्निर्माण व पुनर्वास का एकमात्र लक्ष्य हमेशा ही आपदा प्रभावित समुदाय की घातकता को कम व प्रतिरोध्यता को बढ़ाने पर केन्द्रित होना चाहिये और इसके लिए कई बार प्रभावितो को उच्च जोखिम वाले क्षेत्र से अन्यत्र सुरक्षित स्थानों पर विस्थापित करना ही एकमात्र उपलब्ध विकल्प होता है और यह जोखिम वाले क्षेत्र में ही फिर से पुनर्निर्माण या पुनर्वास कर देने से कहीं बेहतर हैं।  
• संशोधित पुनर्वास नीति: यह सुनिश्चित करने के लिये कि आपदा प्रभावितो के जीवन स्तर पर प्रतिकूल प्रभाव न पड़े, और पुनर्वास के उपरान्त उन्हें आर्थिक-सामाजिक विसंगतियों का सामना न करने पड़े, विगत में प्रख्यापित पुनर्वास नीति को संशोधित कर अधिक व्यावहारिक बनाया जाना चाहिये।                    
• बीमारी का इलाज हो, न की सिर्फ लक्षणों का: आपदा के कारणों के गहन अध्ययन के उपरान्त अन्तर्निहित भू- वैज्ञानिक घातकता के निवारण के लिये गम्भीरता से कार्य किया जाना चाहिये। केवल पुनर्निर्माण व पुनर्वास पर ध्यान केन्द्रित करने से समस्या का स्थायी समाधान समभाव नहीं हैं।   
• राजनैतिक दूरदृष्टि, इच्छाशक्ति व निर्णय क्षमता सर्वोपरि: आपदा जोखिम न्यूनीकरण के लिये प्रायः वैज्ञानिक अध्ययनों व भू-वैज्ञानिक समझ पर आधारित दूरदृष्टितापूर्ण, परन्तु कठिन व आलोकप्रिय नीतिगत निर्णय लेने जरूरी हो जाते हैं और इन निर्णयों को राजनैतिक लाभ-हानि के मकड़जाल में नहीं उलझाना चाहिये।
