A story about the difference between ‘fast‘ work and ‘good‘ work, and the deadly recipe for a debris flow.
Santa and Banta were on their way to Harsil, their car carefully navigating the winding mountain roads.
The weather was a glorious, post-monsoon blue.
Santa, ever the optimist, was marveling at the sheer speed of development he saw around him.
They were stopped in a line of traffic for a road-widening project.
A massive yellow excavator was perched precariously on the edge of the cliff, digging into the mountainside.
With each massive scoop of rock and soil, it would gracefully pivot and simply push the entire load over the edge.
Tons of debris would crash and tumble hundreds of feet down into the valley below.
“Banta, look at that! B-r-r-r-illiant!” Santa exclaimed, his face pressed against the car window.
“This is the New Uttarakhand!”
“So fast!”
“So efficient!”
“Look at that driver!”
“He is doing two jobs at once: he is building the road, and he is cleaning up all the mess at the same time!”
“He just pushes the waste down the hill.”
“Wah!”
Banta, who had been watching the same scene with a look of growing horror, slowly turned to his friend.
“Santa, you fool,” he said, his voice grim.
“That driver is not an efficient worker.”
“He is a chef preparing a deadly meal.”
“And we are all invited to the feast.”
“A meal?”
“What are you talking about?”
“He’s just moving dirt!”
“No, Santa,” Banta said, his eyes fixed on the growing, unstable pile of loose debris clinging to the steep slope.
“He is not just moving dirt.”
“He is creating a disaster multiplier.”
“Think of it this way: that loose pile of debris is like a giant packet of dry soup mix.”
“It is just sitting there, waiting.”
“The mountain is now loaded with this ‘fast-food‘ for disaster.”
“So?” Santa asked, still not understanding.
“So, what happens when you add water to soup mix, you simpleton?” Banta retorted.
“The next heavy rain—not even a cloudburst, just a normal, heavy monsoon shower — will be the hot water.”
“It will hit that loose pile, and it will not create a clean-water flood.”
“It will instantly create a thick, heavy, high-velocity debris flow.”
“A slurry.”
“A river of mud and boulders that is ten times heavier and more destructive than water alone.”
“That is what we saw in Tharali.”
“The rain was just the trigger.”
“The debris we foolishly dumped on the slope was the bullet.”
The traffic began to move. As they drove past, Banta pointed to the top of the unstable pile.
“We are loading the gun,” he whispered, “and then we are praying to God that it doesn’t rain.”

मलबे को ढाल पार लापरवाही से खिसका देना साफ़ – सफाई नहीं अपितु जान – बूझ कर आपदा को न्यौता देना हैं – जैसे भरी हुयी बन्दूक को बच्चो के बीच छोड़ देना।

कीचड़ का प्रभाव / The Slurry Effect
भारी वर्षा की स्थिति में यह मलबा ढाल पर बहने वाले पानी के साथ मिल कर उसे कीचड़ के बहाव का स्वरुप प्रदान करता हैं, और कीचड़ के इस बहाव की बहा कर ले जाने व क्षति पहुंचाने की क्षमता पानी के सापेक्ष कई गुना ज्यादा होती हैं। जहाँ पानी केवल डुबोता हैं, कीचड़ का यह बहाव अपने रास्ते में आने वाली अवसंरचनाओं व बस्तियों को नेस्तनाबूत कर देता हैं।
A debris flow (slurry) is far more dangerous than a flood. Its high density and velocity give it the power to destroy bridges, homes, and entire villages that a simple water flood might only inundate.
निर्माण कार्यो में उत्तरदायित्व / Accountability for Construction
उत्पन्न होने वाले मलबे का सुरक्षित व वैज्ञानिक निस्तारण निर्माण कार्य कर रही संस्था या विभाग का उत्तरदायित्व हैं। मलबा निस्तारण के लिये स्पष्ट व बाध्यकारी नीति का न होना क्षेत्र की आपदा संवेदनशीलता को बढ़ाता हैं।
The story squarely places the responsibility on road construction and widening projects as a primary source of this loose, unconsolidated material. A lack of policy and enforcement for debris disposal is a direct cause of future disasters.
