The Riverfront Property Steal

Santa was beaming, his smile wider than the Rispana river in peak monsoon.

He had found the deal of a lifetime: a small plot of land in a quiet corner of Dehradun, right on the banks of a gentle, seasonal stream.

The best part? It was dirt cheap.

“Banta, I’ve done it!” he announced, triumphantly waving a set of property papers.

“We are now the proud owners of a riverfront property!”

“Imagine it!”

“A beautiful little cottage, with a veranda from where we can dip our feet in the water while sipping our morning chai.”

“And at such a low price!”

“I have made a steal!”

Banta took the papers, a deep frown forming on his face as he looked at the plot’s location on the map.

He then walked with Santa to the site. It was a flat, peaceful stretch of land, covered in smooth, rounded pebbles, with the stream gurgling happily on one side.

“Santa,” Banta began, his voice grim.

“You have not made a steal.”

“You have made a great mistake.”

“This is not a plot of land.”

“What are you talking about?” Santa asked, annoyed.

“I have the papers to prove it!”

“The river,” Banta said, pointing to the gentle stream, “has papers that are much, much older.”

“This is not the river’s backyard, my friend.”

“This is the river’s guest bedroom.”

Santa looked utterly bewildered.

“Guest bedroom?”

“Yes,” Banta continued, his analogy warming up.

“Think of the river as a person living in a big house.”

“For most of the year, it lives in its main room,” he said, pointing to the narrow channel where the stream was currently flowing.

“But when it has guests—like a very heavy monsoon or a cloudburst—it needs more space.”

“So, it opens up its guest bedroom to accommodate them.”

“This flat land, this floodplain, is that guest bedroom.”

“The river may only use it for a few days every few years, but when it comes to claim its room, it will not care if you have built your own beautiful bed right in the middle of it.”

“It will simply lie down on top of you.”

Santa, still not convinced, pointed to a line of concrete pillars a little distance away.

“But Banta, look!”

“They are building an embankment!”

“We will be safe!”

“That is not a wall, Santa.”

“That is a line of false confidence,” Banta retorted.

“Look at the houses already built here.”

“They have eroded the very foundation of that embankment.”

“It is like a soldier trying to defend a fort while the villagers are busy stealing the bricks from under his feet.”

“This is not a safe place.”

“It is a trap, baited with a cheap price tag.”

The proof arrived a week later, long before the main September 16th catastrophe.

A single, sharp downpour in the hills turned the gentle, gurgling stream into a brown, angry torrent.

When they rushed to their “property,” they found it had vanished.

Their beautiful, peaceful plot was now a raging river, the water swirling exactly where Santa had envisioned his veranda.

His “riverfront property steal” had been reclaimed by its rightful owner.

बाढ़ मैदान खाली स्थान नहीं हैं, यह नदी का अभिन्न अंग हैं: प्रायः सस्ते में मिलने वाली नदी किनारे की समतल जमीन असल में नदी का बाढ़ मैदान हो सकता हैं और ऐसे में उच्च बहाव की स्थिति में उसका जलमग्न होना तय हैं। ऐसी जगह पर निर्माण करने का निर्णय लेने पर आपका बाढ़ से प्रभावित होना निश्चित हैं, आप असल में बाढ़ से प्रभावित कब होंगे बस यही तय नहीं हैं।

कम दाम का मतलब अधिक जोखिम भी हो सकता हैं: जमीन-जायजाद के सस्ते दाम खतरे का संकेत भी हो सकता हैं। नदी किनारे की सस्ती जमीन का साफ़ तात्पर्य हैं कि यह बाढ़ के उच्च जोखिम क्षेत्र में हैं जहाँ स्थानीय लोग बसने या निवास करने से कतराते हैं।

अतिक्रमण पूरे तंत्र को कमजोर करता हैं: बाढ़ मैदान में निर्माण से केवल मकान बनाने वाले को ही खतरा नहीं हैं। ऐसे निर्माणों से नदी का पाट संकरा होता हैं जिससे पानी की गति तथा कटाव व क्षति करने की क्षमता में वृद्धि होती हैं। ऐसे में नदी भारी कटाव करती हैं और प्रायः सुरक्षा के दृष्टिगत बनाये गये तटबंधो व अन्य संरचनाओं को ही असंतुलित कर देती हैं और इन स्थितियों में आगे नदी किनारे की बसवतो में भारी क्षति हो सकती है।

भू-उपयोग नियमन रक्षा कवच हैं: सुरक्षा के दृष्टिगत प्रभावी व विधिमान्य भू-उपयोग नीतियों का होना अत्यन्त आवश्यक हैं। मानव जीवन व संपत्ति की सुरक्षा के लिये सरकार में बाढ़ मैदानों  में निर्माण प्रतिबन्धित करने व इन क्षेत्रों को औपपचारिक रूप से निर्माण के लिये अनुपयुक्त घोषित करने की राजनैतिक इच्छा शक्ति का होना आवश्यक हैं। 

नदी का इतिहास ही उसका असली परिचय हैं: नदी के इतिहास से रूबरू होना, नदी से सम्भावित जोखिम को समझने का सबसे सरल तरीका हैं। नदी की वर्तमान धारा से दूर पड़े गोलाकार पत्थर विगत में नदी के वहाँ से हो कर बहने के भू-वैज्ञानिक प्रमाण हैं जिनके आधार पर सहज ही यह निष्कर्ष निकाला जा सकता हैं कि भविष्य में नदी फिर से वहाँ से हो कर बहेगी।
