Santa was standing in a sunny valley patch near a seasonal riverbed, wearing a crisp new turban and holding a thick stack of currency notes.
He was getting ready to sign the property papers for a highly discounted piece of land where he planned to build his dream retirement home.
Banta rushed down the embankment, waving a simple, colourful chart printed in the local regional language.
“Stop, Santa-ji!”
“Put your pen down before you accidentally buy a front-row ticket to a disaster!”
Santa frowned, clutching the money tightly.
“Oye Banta!”
“Don’t be a spoilsport!”
“Look at this land—it’s flat, it’s cheap, and the broker says it’s a ‘VIP location.’”
“I am making a grand personal decision for my family’s future financial security!”
Banta grabbed Santa’s shoulder and forced him to look at the chart.
“Santa-ji, a decision without data is just a gamble wearing a suit.”
“Have you checked the state’s Hazard, Vulnerability, and Risk Assessment or HRVA report for this plot?”
“HVR-what?”
“Banta, that sounds like a secret space agency!”
“The government keeps those heavy scientific books locked in offices in the capital.”
“How is a common man supposed to read satellite grids?”
“That is exactly the tragedy,” Banta said, pointing to the simplified chart.
“The state did a detailed, robust scientific study mapping every natural and anthropogenic hazard, including climate-change-driven extreme cloudbursts.”
“But because they didn’t disseminate the results in plain, simple language, citizens like you are making blind decisions!”
“Look at this map—our elders call this spot Kala-Nala.”
“The long-term hazard inventory shows that every twenty years, the Nala reclaims this exact boundary.”
“The broker is selling it cheap because he knows the risk; you are buying it because you lack the awareness!”
Santa squinted at the map, seeing his cheap plot highlighted in a bright amber hazard zone.
“Oye… so the ‘VIP location’ actually stands for ‘Very Imminent Peril‘?”
“Precisely,” Banta said.
“Risk-informed decision making means assessing the pros and cons based on historical data before you invest.”
“Now that you know the scientific risk of this hazard, the choice is entirely yours: do you want to shield your family with an informed investment, or do you want to live with a river running through your living room?”
Santa slowly put his currency notes back into his pocket.
“Let’s go, Banta.”
“I’d rather buy a smaller plot on solid bedrock than a luxury swimming pool that I didn’t ask for!”
संता – बंता की इस जुगलबन्दी से आज हमने क्या सीखा:-
- जोखिम–सूचित निर्णय लेना / Risk-Informed Decision Making:
- व्यक्तिगत या आधिकारिक क्षेत्र में कोई भी निर्णय लेने से पहले प्रस्तावित कार्यो के संभावित जोखिम का आकलन (Risk Assessment) किया जाना चाहिये। बिना जानकारी के लिये गये निर्णय प्रायः वित्तीय और सामाजिक असुरक्षा को बढ़ाते हैं / Every personal or official structural investment must be preceded by a robust hazard risk assessment. Decisions made without data inflate societal and financial vulnerability.
- एचवीआरए (HVRA) डेटा का लोकतंत्रीकरण / Democratizing HVRA Data:
- वैज्ञानिक रूप से किये गये खतरा, संवेदनशीलता और जोखिम आकलन (HVRA) के परिणामों को आम जनता तक सरल भाषा और स्थानीय उदाहरणों के साथ पहुँचाया जाना चाहिये ताकि लोग स्वयं व स्वयं के परिवार की सुरक्षा के दृष्टिगत सर्वश्रेष्ठ व जोखिम सूचित निर्णय ले सकें / Scientific Hazard, Vulnerability, and Risk Assessments must be translated into simple, jargon-free local languages and disseminated widely to enable voluntary risk avoidance.
