Santa was acting as the local Panchayat Secretary, sitting at a wooden desk inside the village community center.
He was holding a large, red rubber stamp and was about to approve a municipal clearance permit for a second commercial bottling assembly unit to drill a deep borewell inside the village boundary.
Banta walked into the hall, accompanied by a group of village elders and two local women water volunteers holding a digital piezometer data logger.
Banta slammed his hand on the permit paper before Santa could press the stamp.
“Oye Santa-ji, stop this bureaucratic rubber-stamping!” Banta said urgently.
“Our National Water Policy has a clear, non-negotiable hierarchy of resource allocation.”
“Have you checked where this commercial permit sits on that list?”
Santa adjusted his glasses, looking defensive.
“Banta, the factory brings municipal revenue and tax collection!”
“The local administration told me to clear the file quickly.”
“Water is a common resource, so if they have the land permit, they can drill!”
“Water belongs to the community’s survival before it belongs to corporate balance sheets, Santa!” Banta countered, pulling up the data logger screen.
“The National Water Policy explicitly prioritizes water allocation: Drinking Water Access > Irrigation > Industrial Use.”
“Drinking water is an absolute, fundamental right.”
“Our local aquifer data from this piezometer shows that the village water table has dropped by 5 meters over the last three seasons.”
“If you let this second commercial unit install a high-capacity industrial pump, you are actively violating the national resource hierarchy by prioritizing industrial profit over the domestic drinking water security of your own neighbours!”
The village water volunteers stepped up, showing Santa the community water security map.
“Under our local Panchayat-level water monitoring framework, we have calculated our baseline domestic and irrigation requirements.”
“The balance is in the negative.”
“We don’t have a single drop of surplus water to sell to an industrial bottling plant!”
Santa looked at the flashing data screen, then at the faces of the village elders.
He slowly set down the red rubber stamp and tore up the commercial permit application.
“Oye Banta… so my rubber stamp was about to sign away the village drinking bowls?”
“Yes, Santa-ji,” Banta said with relief.
“True risk governance means empowering the Gram Panchayat to monitor and enforce the water hierarchy.”
