Santa watches the team installing shiny metal rods and solar panels on the slope.
He rushes to Banta, his eyes wide with excitement.
“Banta, it’s a miracle!:
“The Sarkar has sent scientists with magic!”
“They are putting a Jadooi Taar‘ into the mountain!”
“The main scientist told me this will stop the landslide!”
“Finally, a permanent prevention for our village!”
Banta smiles at Santa’s boundless enthusiasm.
“Santa, that is indeed a wonderful and very important thing they are doing.”
“It is a kind of magic, the magic of science.”
“But its purpose is a little different.”
“It is not designed to stop the landslide.”
Santa’s face falls.
“It’s not?”
“But… then what’s the point of all this expensive equipment?”
“Let me ask you, Santa,” Banta says, “if your roof has a leak, and you place a big, strong Patila under it to collect the dripping water so your bed doesn’t get wet, have you prevented the leak?”
“No,” Santa admits.
“I’ve just stopped the water from spoiling my sleep.”
“I still need to climb up and fix the roof tiles later.”
“That would be prevention.”
“Exactly!” Banta affirms.
“This new system is that big, strong Patila.”
“It is a very clever Chaukidaar that never sleeps.”
“It constantly checks the mountain‘s health – how much rain is falling, if the ground is moving even a tiny bit.”
“It doesn’t prevent the mountain from getting sick and wanting to slide.”
“But the moment it detects the very first signs of trouble, it will ring a loud siren in our village.”
“It will send a message to our Pradhan’s phone.”
He continues, “This is a powerful Mitigation tool.”
“It gives us the most precious gift of all – time.”
“Time to evacuate our homes calmly, move our cattle to a safe place, and get out of harm’s way before the actual landslide happens.”
“It reduces the risk to our lives to almost zero.”
“The prevention would still be to eventually treat the slope itself, to fix the leaky roof of the mountain, which is a much bigger and more expensive job.”
Santa thinks for a moment, the analogy sinking in.
“Ah, so this is not a Mountain Doctor like those engineers we saw on the highway.”
“This is a Mountain Alarm Clock!”
”It doesn’t stop the sun from rising, but it wakes us up on time so we are not late for our work of saving ourselves!”
Banta laughs. “A Mountain Alarm Clock!”
“I like that, Santa!”
“A very loud and very wise alarm clock indeed.”
“It mitigates the danger by waking us up before the disaster can strike our beds.”
यह बादल फटने, भूस्खलन, बाढ़ या अन्य प्राकृतिक खतरों को होने से नहीं रोक सकती, लेकिन समय रहते चेतावनी देकर जनहानि को समाप्त या नगण्य ज़रूर कर सकती है / Early Warning Systems (EWS) are a critical and highly effective form of mitigation, not prevention. They do not stop the hazard but can eliminate or drastically reduce the loss of life.
इस तंत्र का मतलब केवल वैज्ञानिक सेंसर लगाना नहीं, बल्कि सेंसर से लेकर गाँव-मोहल्ले के अंतिम व्यक्ति तक सूचना पहुँचाने और तुरंत सुरक्षित निकलने (Response Plan) की पूरी कड़ी को मजबूत करना है / Investing in reliable, end-to-end EWS – from sensors to community-level dissemination and response plans – is a cost-effective way to manage risks in areas where complete hazard prevention is not feasible.
चेतावनी मिलने पर निष्क्रिय बैठने के बजाय सही कार्रवाई करना ही जीवन रक्षा की कुंजी है / It is important for communities to understand what an EWS does and does not do, to ensure they respond appropriately to warnings instead of having a false sense of security that the hazard itself has been stopped.
