The Panchayat Ghar is buzzing. Santa stands up, full of passion.
“Brothers!”
“Haria and Kishan are our own!”
“We cannot let them live in fear!”
“I propose we all contribute and also demand government funds to build a ‘Maha Deewar’ – a Great Wall – below that creeping slope!”
“A wall so strong it will prevent the mountain from ever moving another inch!”
The villagers applaud the bold, defiant idea.
Banta waits for the applause to die down, then stands.
“My brother Santa’s heart is in the right place, as always,” he says calmly.
“His courage is admirable.”
“But fighting this particular battle with a wall might be like trying to stop a charging elephant with a bamboo stick.”
“What do you mean, Banta?” Santa asks, slightly offended.
“A concrete wall is not a bamboo stick!”
“This isn’t just any slope, Santa,” Banta explains.
“The geologists who visited last year said this is a very deep, very large, and very active landslide.”
“The whole mass is slowly moving.”
“To build a wall strong enough to prevent this giant from moving would require an amount of concrete and steel that could build a hundred new houses!”
“It would be incredibly expensive, and even then, there would be no guarantee.”
“The pressure from the mountain could simply push the wall over or flow around it.”
“It would be a very risky and costly prevention attempt.”
The villagers start murmuring, seeing the logic.
“But then what do we do?” a worried villager asks.
“Just let their houses be crushed?”
“No,” Banta replies, his voice full of compassion.
“This is where we must choose a different kind of wisdom.”
“Instead of trying to stop the unstoppable elephant, we must wisely step out of its path.”
“This is Mitigation.”
“We are not preventing the landslide – we are accepting that it will likely happen.”
“But we are taking steps to ensure its impact is zero.”
He turns to the Pradhan.
“The Panchayat owns that safe, flat piece of land near the old school.”
“I propose that instead of spending crores on a risky wall, we use a fraction of that money and our collective village effort to help Haria and Kishan build new, safe houses on that land.”
“We mitigate the risk by relocating them.”
“We let the mountain have its way where it must, and we keep our families safe.”
“We are not admitting defeat; we are choosing a smarter victory.”
Santa, who was ready for a grand fight with the mountain, now looks thoughtful.
The idea of spending less money and achieving guaranteed safety for his friends suddenly seems far more practical than his Great Wall of Hope.
“So, you are saying,” Santa says slowly, “that preventing this particular slide is too big a fight, but mitigating the damage to zero by moving our brothers is a guaranteed win?”
“It’s like not trying to fight the tiger, but simply moving the goat out of its cage.”
Banta smiles. “Exactly, Santa. True wisdom is not always about fighting the biggest battles, but about choosing the battles you can win, and for the battles you cannot, making sure no one gets hurt.”
“That is the essence of mitigation.”
बहुत बड़े पैमाने के ख़तरों के लिये, रोकथाम तकनीकी या वित्तीय रूप से अव्यवहारिक हो सकती है / It is crucial to assess the feasibility and cost-effectiveness of preventive measures. For very large-scale hazards, prevention may be technically or financially impossible.
-
ऐसे मामलों में, भू-उपयोग नियोजन और संवेदनशील आबादी या संपत्तियों का विस्थापन करने जैसे न्यूनीकरण उपाय सबसे प्रभावी और तर्कसंगत रणनीति बन जाते हैं / In such cases, mitigation measures like land-use planning and relocating vulnerable populations or assets become the most effective and rational strategy.
-
न्यूनीकरण को चुनना विफलता का संकेत नहीं, बल्कि जोखिम को कम करने और सुरक्षा सुनिश्चित करने का एक बुद्धिमानी भरा और व्यावहारिक निर्णय है, विशेष रूप से उन स्थितियों में जब किसी ख़तरे को रोका नहीं जा सकता है / Choosing mitigation is not a sign of failure, but a wise, pragmatic decision to reduce risk and ensure safety when a hazard cannot be prevented.
-
एक उचित जोखिम आंकलन को रोकथाम और न्यूनीकरण रणनीतियों के बीच चयन का मार्गदर्शन करना चाहिये / A proper risk assessment should guide the choice between preventive and mitigative strategies.
