Further up the road, they came across a section where widening work was in full swing.
A large excavator was clawing at the hillside, dislodging earth and rock, which a line of trucks was hauling away.
As they waited for the path to be cleared, they saw one of the loaded trucks drive a short distance away, reverse to the edge of the road, and unceremoniously dump its entire load of debris straight down the steep, forested slope.
It crashed through the trees, creating a cloud of dust.
Santa shrugged.
“It’s a messy business, building roads.”
“But what else can they do with all that rubble?”
“It just rolls down to the river, out of sight, out of mind.”
Banta’s face hardened.
“Santa, that truck driver didn’t just dump debris.”
“He just loaded a gun and left it pointing at the village downstream.”
“What are you talking about?”
“This,” Banta said, his voice laced with frustration, “is the most dangerous and unspoken consequence of our development.”
“There is no sound policy for disposing of this massive amount of construction debris.”
“So it is dumped unscientifically on the slopes.”
“A lot of it does wash into the river, yes.”
“But that raises the riverbed, which means the next flood will be even higher and more destructive.”
“But a huge volume remains perched on the slope, like a ticking time bomb.”
He pointed to the fresh scar on the hillside.
“That is a new, man-made pile of anthropogenic debris.”
“It’s loose, it’s not compacted, and it’s sitting at an unnatural angle.”
“Next monsoon, that entire pile will get saturated with water and come down as a devastating debris flow, taking the entire forest with it.”
“We are creating new landslides where none existed before.”
“This ‘development‘ debris is a gift that keeps on giving…….. devastation.”

हमारे हस्तक्षेप से उत्पन्न होने वाला यह मलबा ढाल को असंतुलित करने का एक नया कारण बन जाता हैं। इससे ढाल पर बोझ तो बढ़ता ही हैं, परन्तु साथ ही भारी वर्षा की स्थिति में यह मलबा ढाल पर बहने वाले पानी के साथ मिल कर उसे कीचड़ के बहाव का स्वरुप प्रदान करता हैं, और कीचड़ के इस बहाव की बहा कर ले जाने व क्षति पहुंचाने की क्षमता पानी के सापेक्ष कई गुना ज्यादा होती हैं।
This anthropogenic debris acts as a new source of instability. It increases the load on slopes, and its loose, unconsolidated nature makes it highly susceptible to becoming a destructive debris flow or landslide when saturated by rain.

प्रभावी मलबा निस्तारण नीति का न होना आज पहाड़ो में किये जा रहे विकास कार्यो की सबसे बड़ी कमी हैं और इसके कारण सहजता व सरलता से हल हो सकने वाली समस्या एक विकराल आपदा का रूप ले लेती हैं।
The lack of a sound debris disposal policy is a critical flaw in current development practices, turning a solvable waste management issue into a major disaster risk.
उत्तरदायित्व / Responsibility
उत्पन्न होने वाले मलबे का सुरक्षित व वैज्ञानिक निस्तारण निर्माण कार्य कर रही संस्था या विभाग का उत्तरदायित्व हैं। इस मलबे से ढाल पर अवस्थित बसवतो व अवसंरचनाओं को सम्भावित खतरे के दृष्टिगत नागरिको को उत्तरदायित्व निर्धारण व प्रभावी दंडात्मक कार्यवाही के साथ ही प्रभावी मलबा निस्तारण नीति लागू किये जाने हेतु आवाज उठानी चाहिये, जन प्रतिनिधियों पर दबाव बनाना चाहिये।
It is the responsibility of project executing agencies to ensure scientific and safe disposal of all construction debris. Citizens must hold them accountable for this, as improper disposal directly endangers downstream communities. They should at the same time demand an effective debris disposal policy.
