“Banta, look over there,” Santa says, pointing with a sad finger.
“That’s old Rampur village slope.”
“It used to be so beautiful, a green staircase to the heavens.”
“Now… it looks like the mountain is weeping mud.”
“That new landslide ……… it has started right from the old fields!”
“How is that possible?”
“I thought terraces were supposed to be safe!”
Banta looks at the scene, his face grim.
“They are safe, Santa, only as long as they are cared for.”
“A cared-for terrace is a fortress.”
“But an abandoned terrace… an abandoned terrace becomes a ghost.”
Santa shivers at Banta’s chilling words. “A vengeful ghost?”
“Yes,” Banta says, his voice low.
“Think of those terraces as a series of well-maintained Hauz, each one holding its soil and water perfectly.”
“But what happened when the young people left Rampur?”
“The Chaukidaars of the terraces were gone.”
“No one repaired the crumbling stone walls.”
“No one cleared the small drainage channels.”
He continues, painting a grim picture, “So last week, when the heavy rain came, the water could not drain away properly.”
“It collected on the upper terraces, turning the soil into a heavy, watery Kheer.”
“The weak, unmaintained wall of one terrace finally gave way under the immense weight.”
“It collapsed onto the terrace below, which was also waterlogged and weak.”
“That one, in turn, collapsed onto the next.”
“It was a chain reaction!” Santa exclaims.
“A catastrophic chain reaction,” Banta affirms.
“A domino effect of collapsing steps.”
“All that saturated soil, rock, and water mixed together and began to flow down the mountain not as a landslide, but as a thick, fast-moving mudflow – a river of mud.”
“It was born right there, in the fields we once thought were safe.”
“This is a new demon, Santa, the Agricultural Terrace Induced Landslide.”
“The ghost of our abandoned farms coming back to haunt us.”
Santa stares at the mud-scarred slope, the image of weeping terraces sending a shiver down his spine.
“So, the very staircases we built for our safety, when left orphaned, can melt away and become a new kind of monster?”
“That is the terrible paradox,” Banta says.
“It teaches us that our relationship with the mountain requires constant care.”
“Our safety is not a one-time construction project; it is a continuous, living responsibility.”
“When we abandon the land, we don’t just lose our fields; we risk awakening new dangers.”
संता – बंता की इस जुगलबन्दी से आज हमने क्या सीखा:-
- पलायन और खेतों के रख-रखाव में लापरवाही: हमें याद रखने की जरूरत हैं कि पहाड़ी ढाल पर खेती-बाड़ी के लिये तैयार किये गये खेतों ने निश्चित ही पहाड़ी ढलानों को स्थिरता प्रदान की थी, परन्तु क्षेत्र से हो रहे पलायन के कारण इनका रख-रखाव ना किये जाने से विशेष रूप से भू-स्खलन का जोखिम बढ़ रहा हैं।
- खेतों के रख-रखाव में लापरवाही और बढ़ रहा भू-स्खलन का जोखिम: पहाड़ी ढाल पर काफी मेहनत से बनाये गये इन खेतों के पुश्तो के पीछे तो बस मिट्टी हैं जो अपनी जगह पर इन पुश्तो के दम पर रुकी हैं। इन पुश्तो के कमजोर होने पर जरा सी भी ज्यादा बारिश में ये सारी की सारी मिट्टी बह सकती हैं, और इससे निचली ढाल पर अत्यन्त विनाशकारी भू-स्खलन आ सकता हैं। यह हिमालयी क्षेत्र के लिये एक नया खतरा हैं और इसका सामना करने के लिये हमें सभी हितधारकों के साथ विचार-विमर्श कर एक प्रभावी योजना बनानी चाहिये।
- भूमि प्रबन्धन और आपदा जोखिम न्यूनीकरण: हिमालय के पर्वतीय क्षेत्रों में परम्परागत भू-उपयोग व भूमि-प्रबन्धन विधियों को प्रोत्साहित करना मात्र लोगो की आर्थिकी को सुदृढ़ करने से कही ज्यादा हैं और इसके आपदा जोखिम न्यूनीकरण पर दूरगामी प्रभाव पड़ सकते हैं। अतः हिमालयी राज्यों को राज्य आपदा न्यूनीकरण कोष (SDMF) का पैसा ठेकेदार प्रायोजित निर्माण कार्यो पर लगाने की जगह लोगो को सीधे प्रभावित करने वाले पक्षो पर व्यय करना चाहिये। इससे जहाँ एक ओर लोगो का सरकार पर विश्वास बढ़ेगा, तो वहीं दूसरी ओर लोग सरकार के आपदा न्यूनीकरण सम्बन्धित कार्यक्रमो में प्रतिभाग करने को प्रेरित होंगे, और इस जुगलबन्दी के निश्चित ही सकारात्मक परिणाम दिखायी देंगे, घातकता में कमी आयेगी, और समाज की प्रातिरोध्यता बढ़ेगी।
