Himalayan and Mountainous Regions
Incoming Cyclone Threat & Landfall Watch
The entire South and Southeast Asian region is closely monitoring Tropical Cyclone RAMIL, which is intensifying over the Philippine Sea and is forecast to make landfall in the Luzon area of the Philippines on October 20-21.
While not directly hitting the Himalayas, such major tropical systems underscore the heightened, climate-fueled meteorological risks that can trigger floods and landslides across the wider region.
Geological Instability
The high vulnerability of the Indian Himalayan Region (IHR) remains a central theme, with reports emphasizing that geological fragility, compounded by unregulated and unscientific human development (road construction, hydroelectric projects), is amplifying disaster risks like cloudbursts, GLOFs, and flash floods.
Major Incidences in Other Areas
Philippines: Cyclone RAMIL Intensifies
Tropical Cyclone RAMIL (which formed on October 17) is moving toward the Philippines and is forecast to reach severe tropical storm category before making landfall. The NDRRMC continues to manage the response for the recent M7.4 and M6.8 earthquakes in Davao Oriental and Cebu while preparing for the cyclone’s impact, maintaining a RED alert.
Heavy rains from the storm have led to widespread flooding in Roxas City and Capiz province, displacing over 2,000 people and prompting a state of calamity declaration. One death and three injuries reported, with strong floodwaters traumatizing residents and stranding many.
Flooding in Idukki, India
Incessant heavy rains have caused massive damage and flooding in the region.
Flooding in Alaska, USA
Remnants of Typhoon Halong have caused severe flooding across southwestern Alaska, affecting coastal villages. Hundreds are being airlifted in one of the state’s most significant evacuation efforts, with road washouts and infrastructure damage reported. Governor Mike Dunleavy declared a disaster as a second storm approached earlier this month, raising concerns about climate change impacts on the region.
Ongoing Global Floods
Flood incidents continue to be reported globally, with GDACS listing ongoing floods in multiple countries, including Guatemala, Spain, Mexico, and the Democratic Republic of Congo.
Major Earthquakes
A 4.7 magnitude earthquake struck Pakistan today, following a 5.5 magnitude event on October 17. A 6.1 magnitude quake hit the Philippines on October 16. No major casualties reported from these, but monitoring continues.
Significant aftershocks continue to be recorded in the Ring of Fire.
Tropical Cyclones
Active systems include Lorenzo-25 (93 km/h winds) and Nakri-25 (139 km/h winds), potentially threatening coastal areas.
Hong Kong Cargo Plane Crash
An Emirates Boeing 777 freighter skidded off the runway at Hong Kong International Airport and into the sea, killing two pilots. The incident occurred during takeoff.
Other Global Alerts
The UN weather agency is calling for improved disaster warning systems amid increasing climate risks.
Global Disaster Preparedness Notes
Recent weekly updates highlight ongoing risks from storms, hurricanes, and earthquakes worldwide. No major new volcanic eruptions or tsunamis reported today.
DRR & CCA Conferences, Workshops, Reports and Others
Ongoing Conference Conclusion
The 2nd International Conference on Climate Change and Disaster Risk is scheduled to conclude today (October 20). The conference focused on the impact of climate change on natural hazards, mechanisms of disaster occurrence, and the need to promote in-depth research on disaster risk and resilience.
DRR/CCA Financing & Policy
The UN’s Global Assessment Report (GAR) 2025 remains a key reference point, estimating the true cost of disasters to be nearly $2.3 trillion annually, 11 times higher than the direct costs reported. The report stresses that DRR investment is the most effective way to accelerate sustainable development.
Air Pollution Preparedness
The Commission for Air Quality Management (CAQM) in Delhi-NCR held a review meeting on October 17 to review preparedness for the upcoming winter season. Key discussions centered on amending regulations to enforce a strict ban on the entry of older commercial goods vehicles into Delhi from November 1, 2025, as part of an effort to mitigate severe winter air pollution (a major human-caused disaster).
Climate and Health
The World Health Organization (WHO) and other bodies continue to warn that the increasing frequency of extreme weather events (droughts, floods, heatwaves) is severely undermining global health and development, disproportionately affecting vulnerable communities in the Global South.
Arctic Geopolitical Risk
The Arctic is warming four times faster than the global average, dramatically shifting the region’s geopolitical landscape. Melting ice is exposing vast mineral reserves and new shipping routes, which could intensify competition and conflict among global powers, adding a complex human-security dimension to climate risk.
Global Warming Trajectory
The UN and WMO stress that the current pace of climate action is insufficient to stay below the 1.5o C warming target. The world must achieve deep, rapid, and sustained reductions in greenhouse gas emissions in all sectors, starting immediately.
Historical Disasters on This Day (October 20)
1944 – Cleveland LNG Explosion
Liquefied natural gas (LNG) leaked and then exploded in Cleveland, Ohio, leveling 30 city blocks and killing 130 people. This marks a major industrial and energy-related disaster.
1944 – US Lands in Philippines
General Douglas MacArthur fulfilled his promise “I shall return” as U.S. troops landed on Leyte in the Philippines during World War II.
1962 – Sino-Indian War Begins
The month-long border dispute between India and China began after Chinese forces launched a two-pronged attack on the border. The conflict ended with China taking control of Aksai Chin.
1966 – Welsh landslide
A massive landslide of coal mining waste, saturated by heavy rain, cascaded down a hillside and engulfed Pantglas Junior School and nearby homes in the Welsh village of Aberfan.
The avalanche buried the school mid-morning, killing 116 children and 28 adults—144 lives in total.
This catastrophe exposed the negligence of the National Coal Board, which had ignored warnings about the unstable spoil tip.
It led to the Mines and Quarries (Tips) Act of 1969, mandating better regulation of mining waste, and remains a symbol of industrial accountability and community resilience in the face of preventable tragedy.
1977 – Convair CV-240 charter plane crash
A Convair CV-240 charter plane carrying the Southern rock band Lynyrd Skynyrd crashed in a Mississippi swamp due to fuel exhaustion and pilot error.
The accident killed lead singer Ronnie Van Zant, guitarist Steve Gaines, backup singer Cassie Gaines, the assistant road manager, and both pilots—six fatalities in total, with 20 survivors injured.
It marked a somber end to the band’s rising fame and influenced aviation safety discussions around fuel management.
1982 – Luzhniki Stadium stampede
The Luzhniki Stadium in Moscow witnessed the deadliest sports stadium disasters on record caused due to a horrific stampede during a UEFA Cup match between Spartak Moscow and Dutch club HFC Haarlem.
As fans rushed to exit in freezing conditions amid a late goal, overcrowding and icy steps caused a crush in a narrow tunnel.
Official Soviet reports claimed 66 deaths, but estimates suggest up to 340 perished. The incident was initially covered up, with details emerging only after the fall of the USSR, highlighting issues of crowd control and transparency in sports venues worldwide.
1991 – Oakland firestorm in California, USA
Ignited by a grass fire that rekindled amid hot, windy conditions, Oakland firestorm rapidly spread into a wildfire inferno, fueled by drought and eucalyptus trees.
