Santa was standing next to a narrow, dry boulder-filled ditch that ran through the middle of the village bazaar.
He had a truckload of gravel ready and was planning to pave over the ditch to create a premium parking space for his new jeep.
“Look at this waste of space, Banta!” Santa laughed.
“This old Gool hasn’t seen a drop of water since the last major monsoon cloudburst.”
“It’s dry, it’s ugly, and it’s blocking commercial progress.”
“I’ll just put a nice concrete slab over it and park my vehicle!”
Banta stepped into the path of the truck, wearing an official armband that read Kul-Pati (Traditional Water Warden).
“Stop right there, Santa-ji!”
“As the legally appointed Water Warden under the Municipal Council’s new Traditional Hydrology Protection Directive, I am issuing you an immediate citation.”
“Citation?”
“For cleaning up a dry ditch ?”
“Banta, you’ve lost your mind!”
“This ‘dry ditch‘ is the community’s safety valve, Santa,” Banta said sternly.
“The traditional code of the hills is clear: The path of the water belongs to the water, even when the water is asleep.”
“The Municipal Council has just passed an ordinance making any alteration, constriction, or paving of historical drainage channels a non-bailable municipal offense, carrying a heavy fine and mandatory restoration costs.”
“But it hasn’t flooded in years!” Santa argued.
“That is exactly why it is dangerous, you stubborn driver!” Banta shook his head.
“When a climate-induced extreme rain event happens, this dry Gool is what prevents the entire bazaar from being washed away.”
“By paving it over, you are creating an artificial choke-point that will turn a manageable downpour into a catastrophic flash flood.”
“The Municipality has formalized our traditional water-sharing and maintenance customs into a modern Drainage Right-of-Way Law.”
“The water will return, Santa, and when it does, it will not look for a parking ticket; it will take your jeep and your building down with it!”
Santa looked at the truck driver and sighed.
“Take the gravel back.”
“I guess my jeep will just have to learn to park on the road like a commoner.”
