Santa was working as the emergency operations officer for a cross-border regional council, sitting at his terminal.
He was reviewing a proposal to fund an integrated, high-density Earthquake Early Warning System (EEWS) and a series of mandatory monthly public drills across the schools and hospitals of the valley.
“Banta, this is an administrative overreach!” Santa grumbled, closing the file.
“The 2026 Venezuela doublet gave people exactly 39 seconds between the first shock and the big mainshock.”
“What can a common citizen do in 39 seconds?”
“You can’t even run out of a building in that time!”
“Why spend money on dense seismometer networks and public training for a few ticks of the clock?”
Banta walked into the control room, set a heavy survival backpack on the floor, and blew a loud emergency drill whistle, instantly stepping under a heavy steel reinforced desk, pulling his knees to his chest, and holding onto the structural leg.
“Santa-ji, 39 seconds is the ultimate line between a survivor and a statistic!” Banta said, stepping out from under the desk.
“You think 39 seconds is nothing because you haven’t trained the public to use it!”
Santa rubbed his ears, annoyed.
“Oye Banta!”
“It’s too short!”
“People will just panic and run into the stairwells, which are the first to collapse!”
“They panic only if they lack muscle memory, Santa!” Banta shouted.
“In the 2026 Venezuela doublet, the brief interval between the ruptures completely caught the un-prepared population off guard, causing secondary injuries and chaotic traffic stampedes that blocked search-and-rescue teams.”
“But in countries like Japan or Chile, an early warning system combined with automated public school drills gives citizens the reflex to immediately ‘Drop, Cover, and Hold On’ under sturdy furniture, protecting them from falling masonry and collapsing ceilings—which cause 80% of immediate injuries!”
“For our fragile Himalayan border regions, spanning multiple countries like India, Nepal, and Bhutan, we need a high-density, interconnected seismometer grid that shares cross-border data instantly.”
“We must pre-position emergency relief reserves, train community-based local response teams, and build automated alerts that shutdown gas lines and power grids within seconds!”
“When the next major multi-segment rupture hits the Main Himalayan Thrust, we won’t have hours to plan a committee meeting—our survival will depend entirely on the automatic reflexes we practice today!”
Santa looked at the 39-second countdown timer on the screen, then at the heavy survival bag on the floor.
He slowly reached out and signed the budget approval with a decisive stroke.
“Oye… so the warning doesn’t stop the earthquake, it just gives our reflexes a head start?”
“Precisely, Santa-ji,” Banta smiled.
“And in the Himalayas, a head start is the greatest shield our communities will ever have.”
- संता – बंता की इस जुगलबन्दी से आज हमने क्या सीखा:-
• प्रारंभिक चेतावनी प्रणाली की आवश्यकता / The Imperative of Early Warning Redundancy: उच्च-घनत्व वाली ‘भूकंप प्रारंभिक चेतावनी प्रणाली’ (EEWS) और बिजली-गैस लाइनों के स्वचालित शटडाउन से मिलने वाले कुछ सेकंड भी जान-माल के नुकसान को भारी रूप से कम कर सकते हैं, बशर्ते जनता में इसके प्रति त्वरित व्यावहारिक समझ हो / High-density Earthquake Early Warning Systems (EEWS) combined with automated infrastructure shutdowns (power/gas) provide critical seconds that drastically reduce immediate casualties when paired with community-wide behavioral readiness.
• ‘ड्रॉप, कवर, होल्ड ऑन’ का व्यावहारिक अभ्यास / Instilling Muscle Memory via “Drop, Cover, Hold On”: जन-सुरक्षा अभियानों को केवल विज्ञापनों तक सीमित न रखकर स्कूलों और दफ्तरों में अनिवार्य मॉक ड्रिल आयोजित करनी चाहिए, ताकि भूकंप आते ही बिना घबराए ‘ड्रॉप, कवर, होल्ड ऑन’ (झुकें, ढकें, पकड़ें) करने की शारीरिक आदत (muscle memory) विकसित हो सके / Public safety campaigns must transition from passive theoretical awareness to active, institutionalized school and workplace drills to cultivate immediate “Drop, Cover, Hold On” structural reflexes, preventing panic-induced secondary injuries.
