Santa was standing in front of his house under construction in a seismic zone, holding a thick, official government handbook titled The Unified Building Bye-Laws & Techno-Legal Compliance Manual (Part 12: Sub-section Delta).
He was staring at a diagram that looked less like an engineering plan and more like an ancient hieroglyphic script.
Banta walked in, holding a piece of string and two ripe mangoes.
“Oye, Santa-ji!”
“Are you trying to clear the civil services exam, or has the structural engineer written your bill in corporate English?”
Santa threw the handbook onto a pile of sand in frustration.
“Banta, my head is spinning!”
“The municipal inspector came and said if my house doesn’t comply with ‘Paragraph 4.2.1 of IS Code 1893 regarding structural eccentricity and non-ductile detailing,’ he will fine me, cancel my building permit, and seize my cement mixer!”
“I don’t understand a single word.”
“I tried to pay a local consultant to translate it, but he asked for a massive bribe just to stamp a fake certificate.”
“I just want a safe house for my children, not a degree in aerospace engineering!”
Banta smiled, picked up the manual, and dropped it into the trash can.
He took the two mangoes and tied them to the ends of the string.
He handed the middle of the string to Santa.
“Hold this up, Santa-ji.”
Santa held the string.
The two mangoes hung perfectly stable, side by side.
“Now,” Banta said, gently pulling one mango five inches lower than the other.
“This represents your house with ‘structural eccentricity‘—meaning you’ve put a heavy concrete water tank on one side of your roof, but left the other side completely light.”
“Now, shake your hands horizontally, like an earthquake.”
Santa shook his hands.
Because the mangoes were unbalanced, they began to smash violently into each other, twisting the string until it snapped, sending the fruits crashing into the mud.
“Oye!”
“The uneven weight made them destroy themselves!” Santa gasped.
“Exactly, Santa-ji,” Banta said.
“You don’t need to read a thousand pages of technical jargon or deal with a corrupt regulatory inspector to understand that.”
“When you balance your building’s load evenly and tie your corners with a simple continuous concrete band—like an unbreakable belt around your house—the building moves as one unit and stays standing.”
“You aren’t building a house to please the municipal inspector or his rules; you are spending your life savings to protect your wife and kids.”
“Knowing that an unbalanced house will crush your family, would you ever build it poorly?”
“Never, Banta!”
“Not even if the inspector gave me a prize!” Santa declared.
“From today, no more ‘Paragraph 4.2.1.’”
“I am building a balanced house with a strong safety belt!”
“That,” Banta smiled, “is Voluntary Compliance.”
“When science is demystified into the vernacular, people protect themselves out of love, not out of fear of a law they can’t understand.”
