Santa was standing at the edge of the village, holding a measuring tape and looking longingly at a lush, heavily forested slope known locally as Dev–Van.
He was planning to open a multi-level tourist dhaba right on the steepest part of the incline.
“Oye Banta!”
“Look at this prime location!” Santa said, clicking his tongue.
“The view of the valley is beautiful!”
“I know the old village elders say that cutting trees here brings the wrath of the Van Devta, but this is 2026!”
“I’ll just light a few extra agarbatti to appease the Devtas and start digging the foundation tomorrow!”
Banta walked up, holding a laminated legal document stamped with the official seal of the Gram Panchayat.
“Santa-ji, you don’t need to worry about the Devtas.”
“You need to worry about the Panchayati Raj Act, Section 21.”
“What is that?”
“A new type of prayer?” Santa blinked.
“It’s the law, Santa!” Banta said, pointing to the document.
“Our Gram Panchayat just passed a formal Zero-Risk Development Bye-Law.”
“We took the traditional village map—the one our ancestors drew marking the Dev–Van as a strict no-touch zone—and legally registered it as a Critical Eco-Fragile Slope Zone.”
“The ancestors used the fear of the Devtas to protect the trees, because they knew the roots held the entire hillside together.”
“The Panchayat has simply turned that spiritual wisdom into a legal penalty.”
“But it’s my land!”
“I bought it!” Santa protested.
“You bought the soil, Santa, but you didn’t buy the right to cause a landslide downstream!” Banta countered.
“The law states that any construction on slopes steeper than 30 degrees within the registered Dev–Van boundaries is a cognizable offense.”
“If you touch one tree, the Panchayat has the legal power to seize your equipment, issue a work-stoppage order, and blacklist you from any future village contracts.”
“The old codes were built to protect our lives; the modern Panchayat has just given those codes teeth!”
Santa rolled up his measuring tape, looking deflated.
“So… the Van Devtas are now wearing a police uniform?”
“Worse, Santa,” Banta smiled.
“They are wearing the uniform of community solidarity and statutory law.”
