Santa is admiring a picture of a massive concrete dam, its wall holding back a vast, beautiful blue lake.
“Look at this magnificent structure, Banta!” he says with awe.
“Built with so much concrete and steel, it’s as strong as the mountain itself!”
“A monument to our nation’s progress!”
“It will provide electricity for our children, our grandchildren, and their grandchildren too!”
“It is eternal!”
Banta looks at the picture, but his eyes seem to see something beyond the concrete wall.
“It is indeed a mighty structure, Santa.”
“But eternal?”
“I am not so sure.”
Even the strongest Pahalwan can fall sick if he never clears his throat.”
Santa looks at Banta, completely bewildered.
“The dam has a throat?”
“Banta, what riddle are you spinning now?”
“A very simple one,” Banta replies with a wry smile.
“Look at the rivers that flow from our young, fragile Himalayas.”
“They are not just carrying water; they are carrying immense quantities of Gaad – silt, sand, and fine soil – washed down from the mountainsides.”
“The river is constantly at work, carrying this load.”
“Okay…” Santa says, still unsure where this is going.
“Now,” Banta continues, “we build this massive dam, this strong wall, which stops the water to create the lake.”
“But it also stops the silt that the water was carrying.”
“The water passes through the turbines, but the heavy silt, having lost its transport vehicle, settles down quietly at the bottom of the reservoir, behind the dam wall.”
He explains further, “Every day, every month, every monsoon, more and more silt settles.”
“It’s like phlegm slowly but surely accumulating in the dam’s throat.”
“Year after year, this layer of Gaad gets thicker and thicker.”
Santa’s eyes widen as he begins to understand.
“So, the beautiful lake is slowly getting filled up with mud from the bottom?”
“Precisely!” Banta affirms.
“And as the reservoir fills with silt, the space available to store water gets smaller and smaller.”
“This has two major consequences.”
“First, with less water storage, the dam can generate less and less electricity over time.”
“Second, its capacity to absorb a large flood during a heavy monsoon also diminishes, making it less effective for flood control.”
“Eventually, after many decades – perhaps fifty, eighty, or a hundred years – the reservoir becomes so full of silt that the dam becomes almost useless.”
“It becomes a Gale Mein Phansa Patthar – a massive concrete structure with a mudflat behind it.”
Santa is shocked. He looks at the picture of the eternal dam with disbelief.
“You mean this structure that costs thousands of crores and displaces so many people has an expiry date written in silt?”
“And after that, it’s just a useless wall blocking the river?”
Banta nods grimly.
“That is the long-term reality of dams in highly silted rivers like ours.”
“They are not eternal.”
“They are temporary solutions with a finite lifespan.”
“While they give us benefits for some decades, we must also plan for what happens when they retire.”
“The siltation is a massive, often downplayed, problem.”
“We proudly inaugurate the dam, but we rarely discuss the plan for its inevitable old age and death.”
Santa shakes his head slowly.
“A dam with a blocked throat…”
“Banta, you’ve shown me a picture I can never unsee.”
“It seems this permanent solution is just a very long-term temporary fix with a very big price tag.”

- बांध का एक तय जीवनकाल होता है और यह कोई स्थायी समाधान नहीं है। अंततः इनकी सेवायें बंद करना तथा जमा हुवे गाद की समस्या को प्राथमिक नियोजन तथा लागत लाभ विश्लेषण का हिस्सा बनाया जाना चाहिये / Dams have a finite lifespan and are not a permanent solution; their eventual decommissioning and the problem of the accumulated silt must be factored into their initial planning and cost-benefit analysis.
- किसी भी समग्र ऊर्जा एवं जल नीति को निश्चित ही जलविद्युत ऊर्जा अवसंरचना की दीर्घकालीन वहनीयता व उम्रदराज होने को संज्ञान में लेना चाहिये / A comprehensive energy and water policy must consider the long-term sustainability and inevitable aging of hydropower infrastructure.
