The village of Ramnagar had just survived a rough monsoon.
Santa, the newly elected village contractor, was standing in a muddy nullah, proudly inspecting a brand-new, expensive concrete wall he had just finished building.
Banta walked up, balancing on a slippery log.
“Oye Santa-ji!”
“Congratulations on completing the post-disaster ‘Reconstruction‘ phase!”
“But tell me, why does this new wall look exactly like the old wall that collapsed three months ago?”
Santa puffed out his chest.
“Banta, you know nothing about the Disaster Management Cycle!”
“The old wall broke during the flood.”
“Under ‘Restoration and Rehabilitation,’ my job was to clean the mud and build it back.”
“And look!”
“I used 20% more cement this time!”
“This is high-quality Disaster Management in action!”
Banta looked up at the steep, loose slope directly above the wall and then down at the narrow channel of the nullah.
“Santa, you’ve done ‘Reconstruction,‘ but you’ve completely omitted Disaster Risk Reduction or DRR.”
“By building the exact same rigid structure in the exact same seasonal water path, you haven’t reduced the risk—you’ve just scheduled the next disaster for the next monsoon!”
“What do you mean?” Santa asked, his smile faltering.
“I used extra cement!”
“The cement doesn’t change the geography, Santa!” Banta shouted over the roar of the stream.
“The old wall failed because it blocked the natural drainage and the slope behind it was saturated.”
“By rebuilding it identically, you have created new risk under the guise of recovery.”
“DRR dictates that during the ‘Reconstruction‘ phase, you must Build Back Better.”
“You should have cleared the channel, used flexible gabions, and installed weep holes to drain the slope’s internal water pressure.”
Santa looked at the heavy concrete barrier, then at the water already pooling behind it.
“So… if I don’t use the DRR lens during my reconstruction, I’m just building a very expensive target for the next flood?”
“Exactly,” Banta sighed.
“Without DRR, your DM cycle is just a merry-go-round of breaking and building.”

Every post-disaster recovery phase must explicitly design out historical risks.
- पुनर्प्राप्ति में जोखिम का मूल्यांकन / Risk Evaluation in Recovery:
- यदि संरचनात्मक डिजाइन स्थानीय जल विज्ञान (hydrological) और भू-वैज्ञानिक मापदंडों का उल्लंघन करता है तो निर्माण सामग्री की मात्रा (जैसे अधिक सीमेंट) में वृद्धि का कोई औचित्य नहीं है / Increasing the volume of building materials (e.g., more cement) is ineffective if the structural design continues to violate local hydrological and geological parameters.
