Santa was standing on a cracked, muddy asphalt terrace along a major Himalayan highway corridor near a newly constructed tunnel portal in the hills.
The sky above was overcast with heavy August monsoon clouds, and a small trickle of mud was steadily seeping onto the road.
Santa was wearing a crisp white kurta, holding a large Tricolor flag in one hand, and waving a tea cup in the other.
He was practicing his speech for August 15th—Independence Day.
“Oye Banta, look at this glorious sight!” Santa cheered, doing a small step around a pile of loose, excavated tunnel rocks.
“Tomorrow is August 15th!”
“We are celebrating our freedom from foreign rule!”
“And look at this magnificent tunnel behind us—we blasted right through the heart of the Himalayas!”
“No more long, winding mountain turns for tourists!”
“We have achieved complete infrastructural independence over nature!”
“Bharat Mata Ki Jai!”
Banta walked up the muddy slope, wearing a high-visibility safety vest, carrying a digital rock-mass rating sensor, a copy of the Sendai Framework for Disaster Risk Reduction, and a newspaper with bold front-page headlines detailing recent tunnel collapses in Sikkim and Chamoli, alongside widespread monsoonal landslide blockages.
He stopped and pointed his laser sensor at the cracked concrete arch of Santa’s tunnel portal.
“Santa-ji, put your speech notes in your pocket and look at the structural cracks above your head!” Banta said, pulling Santa away from the portal entrance.
“You are waving a Tricolor flag under a groaning, un-anchored rock face that is preparing to slide!”
“You think you are celebrating freedom, but we are actually held hostage by our own unscientific shortcuts!”
Santa pouted, protecting his flag.
“Oye Banta!”
“Why bring dark clouds to an Independence Day celebration?”
“A few falling rocks during the monsoon are completely normal!”
“Whenever a tunnel lining collapses in Sikkim or a mountain slope slides in Chamoli, our TV news channels feature dozens of sideline experts explaining the geology!”
“Everything is analysed!”
“We are a modern, developing nation!”
Banta laughed bitterly, picking up a piece of crumbling, uncompacted shale from the tunnel debris.
“That is the exact tragedy, Santa!”
“We have created an army of sideline experts who analyze the disaster on television after the tunnel traps forty workers or after an unengineered highway collapses into a raging river!”
“But where are the licensed geotechnical engineers before the first dynamite blast is fired?”
“We rush to cut ribbons for political mileage and tourist records, but we completely skip pre-construction seismic probing, real-time pilot drilling, and mandatory escape boreholes!”
Santa adjusted his Tricolor flag, looking defensive.
“Oye Banta!”
“Cutting through mountains requires courage!”
“You can’t expect alpine tunnelling to be as easy as digging a drain in the plains!”
“Courage without geotechnical science is pure reckless misadventure, Santa!” Banta shouted.
“Look at global standards: when Switzerland constructed the 57 kilometre Gotthard Base Tunnel through the Alps, they didn’t rely on political deadlines or thumb-rules!”
“They executed continuous seismic probing ahead of the drill head, installed dual-bore escape shafts every 325 meters, and treated the mountain with geological humility!”
“But in our fragile, tectonically active Himalayas—where 15–18 mm of annual tectonic strain locks into the rock face from India’s relentless 50 mm/year northward push—we cut steep slopes vertically without soil nailing, dump thousands of tons of excavation muck directly into river channels, and ignore the fact that over 58.6% of India’s landmass is prone to earthquakes!”
“Every monsoon, our hill highways turn into a lottery of landslides and washouts.”
“Tell me, Santa-ji, on this 15th of August, when will our nation get true Independence from the Shackles of Disasters?”
Santa stared at the newspaper headlines of Chamoli and Sikkim, then looked at the cracked tunnel arch leaking muddy water.
The realisation that true national pride lies in protecting human life through science cleared his political excitement.
He slowly lowered his flag from the mud zone and held it upright on a solid, verified rock terrace.
“Oye Banta… so true Swatantrata isn’t just about winning freedom in 1947… it’s about freeing our built environment from ‘Chalta Hai’ shortcuts, armchair experts, and political misadventures today?”
“Precisely, Santa-ji,” Banta smiled, handing him a hard hat.
“Real patriotism means building a nation where our workers return home safely from every tunnel, and our mountain communities sleep without fear of the next landslide.”
“Let’s celebrate Independence by demanding scientific safety!”
संता – बंता की इस जुगलबन्दी से आज हमने क्या सीखा:-
- अवैज्ञानिक शॉर्टकट्स और राजनीतिक जल्दबाजी से स्वतंत्रता / Independence from Unscientific Expediency:
Tunneling and highway expansion in high-seismic zones (IV and V) must strictly enforce mandatory, real-time geotechnical probing, pilot exploration bores, and independent structural audits before project execution.
- आपदा-पश्चात केवल बहस के बजाय पूर्व-आपदा जवाबदेही / Eliminating Post-Disaster Hindsight Bias:
- आपदा प्रबंधन को केवल दुर्घटना के बाद टीवी पर होने वाली बहसों और समीक्षाओं तक सीमित रखने के बजाय आपदा से पहले की जवाबदेही पर केंद्रित होना चाहिए। सुरंगों में आपातकालीन निकास मार्ग (escape shafts) और मलबे के वैज्ञानिक निस्तारण जैसे पूर्व-आपदा उपायों में निवेश किया गया प्रत्येक 1 रुपया भविष्य के 11 रुपयों के नुकसान को बचाता है / Disaster risk reduction must transition from reactive, post-event commentary by sideline experts to pre-event enforcement of safety protocols. Investing in proactive mitigation—such as dual-bore escape shafts in tunnels, scientific muck containment, and slope stabilization—yields up to an Rs. 11 return in avoided losses for every Rs. 1 invested.
