The inspector smiled, pocketed the envelope, and brought down his green rubber stamp with a resounding thud: APPROVED — MEETS ALL STATUTORY SAFETY NORMS.
Suddenly, Banta kicked open the office door, carrying a digital spatial audit tablet, a copy of the Disaster Management Act, 2005, and a legal dossier on municipal corruption and negligence.
He slammed his tablet down onto the approved certificate.
“Santa-ji, take your envelope back, and Inspector-ji, put down that fraudulent rubber stamp!” Banta said sternly.
“You think you are clearing a profitable real estate file, but you are signing a joint contract for systemic homicide!”
Santa jumped up, looking offended.
“Oye Banta!”
“Why do you always bring morality into business?”
“Everyone in the city does this!”
“The municipal department understands practical ground realities.”
“If an accident happens years from now, our political connections will form an inquiry committee, everyone will express deep sorrow on television, and things will quiet down!”
“Nobody goes to jail!”
“Chalta hai!”
“That culture of complete impunity is the exact cancer killing this nation, Santa!” Banta shouted.
“Look at the aftermath of every single urban tragedy: whether it was the building collapses in Satya Niketan, the infernos in Surat and Delhi, or the basement floods in Old Rajinder Nagar—the script is always the exact same!”
“In the immediate aftermath, politicians rush to the site, announce grand compensation packages, order an administrative inquiry, suspend two junior clerks, and promise zero tolerance!”
“But what happens six months later?”
“The builders secure anticipatory bail, the corrupt officials get reinstated in adjacent wards, the case drags in court for decades, and the culprits go completely scot-free!”
“ Because there is zero punitive deterrence, every greedy landlord knows that bribing an inspector is a hundred times cheaper than installing real fire escapes or hiring certified structural engineers!”
“This unholy collusion between corrupt enforcement officers and unscrupulous builders transforms our regulatory bodies into paper tigers!”
