Santa, standing on a dry spot, points his finger authoritatively at the overflowing drain.
“This is completely unacceptable!” he declares loudly to a small crowd.
“As per the Apda Prabandhan Adhiniyam, 2005, Section 30, subsection 2, clause (iii), the District Authority is supposed to ensure proper drainage!”
“So it’s their duty to clear the clogged drains!”
“I read it on the internet!”
“They are failing in their duty!”
He looks around, very pleased with his knowledge of the specific law.
Banta, who is already trying to clear the blockage of the clogged drain with a long bamboo pole, looks up at Santa, a weary smile on his face.
“Santa, my friend,” he says, panting slightly, “your knowledge of the law is as deep as this floodwater.”
“But I fear your hands are as dry as the Adhiniyam itself seems to be.”
The crowd chuckles.
Santa looks slightly offended.
“What do you mean, Banta?”
“I am pointing out the legal failure!”
“You are,” Banta agrees, pulling out a clump of plastic bags and old wrappers from the clogged drain.
“And you are right.”
“But let me ask you, who threw this plastic pouch into the drain after eating his Namkeen?”
“And whose shiny Nut Cracker packet is this, floating like a little boat?”
“And who all conveniently swept their construction dust into the drain last week, thinking no one was looking?”
Santa’s face turns a bright shade of red.
The shiny Nut Cracker packet looks suspiciously like the brand he was eating just yesterday.
“We have become a nation of expert rule-quoters and champion rule-breakers, Santa,” Banta continues, his voice resonating with a simple truth.
“We want the Sarkar to follow every rule, which they should.”
“But we believe that our own small actions don’t count.”
“We think that having a law is the solution.”
“But a law is just ink on paper.”
“It has no power to clear a clogged drain.”
“Only our hands and our habits can do that.”
“Most of our disasters today, Santa, are not born in the high heavens or deep within the earth.”
“These are born right here, from the Chalta Hai attitude in our own minds.”
“The real Apda Prabandhan Adhiniyam is the one we write every day with our actions.”
“Swaichik Anupalan or voluntary compliance, the decision to do the right thing even when no policeman is watching, is the only thing that can truly save us.”
“Knowing the Adhiniyam is good, but living the law is what makes a community safe.”
Santa, thoroughly humbled, quietly picks up a shovel.
“You are right, Banta,” he mutters, avoiding eye contact.
“Let me also help write today’s Act with my hands, not just my mouth.”

- क्षमता विकास व जागरूकता डंडे से कही ज्यादा प्रभावी: नियम-कानून और उनका अनुपालन करवाना अपनी जगह ठीक हैं पर यह लोगो को उनके उनके कृत्यों के तात्कालिक व दूरगामी प्रभावों तथा सामाजिक व नैतिक उत्तरदायित्वों के प्रति जागरूक करने का विकल्प नहीं हैं, और इसी से आपदा प्रतिरोध्य व सुरक्षित समुदाय की अवधारणा को साकार किया जा सकता हैं।
