Santa, after much thought, believed he had cracked the entire problem.
He stood up, pacing the room with the air of a man who had found the single, elegant solution to a complex equation.
“Banta, I’ve got it!” he declared.
“The solution is so simple, I don’t know why these big officers haven’t thought of it.”
“After the IMD gives a Red Alert for a place like Chisoti, the government should just post one brave, honest police constable at the roadhead.”
Banta raised an eyebrow.
“One constable?”
“Yes!” Santa said, warming to his theme.
“A strong, determined constable.”
“He will stand there with a small stick and a big voice.”
“He will simply tell all the arriving taxis and buses, Sorry, Red Alert. Road is closed. Please go back.”
“Problem solved!”
“No one goes up, no one dies.”
Banta stared at Santa for a long moment, then slowly began to applaud.
“Brilliant, Santa. Absolutely brilliant.”
“A Nobel Prize for disaster management awaits you.”
“Let’s play this out.”
He stood up, taking on the role of the brave constable.
“So here I am, Constable Banta Singh, with my little stick.”
“A bus arrives.”
“Fifty pilgrims get out.”
“They have spent ten thousand rupees each.”
“They have travelled for three days from Gujarat.”
“They have a hotel booking.”
“Their entire holiday is for the next two days.”
“And I, Constable Banta Singh, say, Sorry, a scientist in Delhi thinks it might rain very heavily. Please go back.”
He turned to Santa.
“Tell me, what do you think happens next?”
“Do they say, Thank you, Constable ji, for your wise counsel, and happily get back on the bus for a three-day journey home?”
“Or do a thousand angry people, all with non-refundable bookings, surround me, question my parentage, and perhaps throw me and my little stick into the river?”
The image was both comic and terrifying.
“And that’s just the crowd,” Banta continued, his satirical tone hardening into a lesson.
“What about the local taxi union?”
“The hotel owners?”
“The shopkeepers?”
“They will be on the phone to the local MLA, who will be on the phone to the Minister, who will call my SP, who will then call me and say, Constable, don’t interfere with the local economy!”
“Your brave constable will be crushed by the system long before the flash flood arrives.”
He sat down, the play-acting over.
“Stopping the flow is not a job for one man and a stick, Santa.”
“It is a job for a system.”
“It requires a clear, legally-backed government order.”
“It requires designated holding areas for people to wait safely.”
It requires a massive communication plan to inform people before they arrive.”
“And most of all, it requires the political courage to prioritise human life over a few days of tourist revenue.”
“Anything less is just a symbolic sacrifice of a poor constable.”

- प्रतीकवाद बनाम व्यवस्था: सुरक्षा या अन्य के लिये कुछ जगहों में व्यक्तियों को नियुक्त करना मात्र सांकेतिक व्यवस्था हैं। प्रभावी परिणामो के लिये पर्याप्त संरचनात्मक व्यवस्था के साथ ही विधीय आधार के साथ ही सुस्पष्ट मानक प्रचलन कार्यविधियों व बहु-स्तरीय तंत्र का होना जरुरी हैं।
- राजनीतिक इच्छा शक्ति सर्वोपरि: सुरक्षा कारणों से ही सही पर पर्यटन या तीर्थाटन जैसी व आबादी के बड़े हिस्से को प्रभावित करने वाली आर्थिक गतिविधि को अचानक रोक देना सहज नहीं हैं। दृढ़ राजनैतिक इच्छा शक्ति के बिना ऐसा निर्णय ले पाना संभव नहीं हैं। शीर्ष राजनैतिक नेतृत्व की सहमति व समर्थन के बिना जमीनी स्तर पर काम कर रहे कार्मिक शक्ति विहीन हैं।
- आर्थिक दबाव एक सत्य: आपदा जोखिम प्रबन्धन सम्बन्धित योजनाओ के अन्तर्गत सुरक्षा कारणों से रोके जाने की स्थिति में पर्यटकों या तीर्थयात्रियों , पर्यटन या तीर्थाटन गतिविधियों के संचालको, यात्रा अभिकर्ताओ व स्थानीय व्यवसायियों के विरोध को झेल पाने की सामर्थ्य होनी चाहिये।
- अग्रसक्रिय संवाद: विरोध की सम्भावना के निराकरण व पर्यटकों या तीर्थयात्रियों का गंतव्य के समीप जमावाड़ा न होने देने के दृष्टिगत सुरक्षा कारणों से पर्यटन या तीर्थाटन सम्बन्धित गतिविधियों को रोके जाने के निर्णय पर सभी हितधारकों के साथ निरन्तरता में संवाद बनाये रखते हुवे इसका वृहद् प्रचार-प्रसार सुनिश्चित करते हुवे इस निर्णय के क्रियान्वयन के लिये जमीनी स्तर पर कार्य कर रहे कार्मिको को पर्याप्त समय दिया जाना चाहिये।
