The news from Chisoti in Jammu and Kashmir played on a loop, a grim sequel to the Dharali disaster just days before.
Santa, trying to distract himself, was looking at his phone, planning a hypothetical post-monsoon trip to a mountain shrine.
“Banta, I’ve found a great hotel deal!” he announced, trying to inject some normalcy into the somber afternoon.
“And the taxi is booked.”
“We must leave on the 17th of September, no matter what.”
He then frowned at his phone.
“Oh, wait.”
“The weather app is showing a Red Alert for extremely heavy rain in that area on the 18th and 19th.” He sighed with genuine annoyance.
“Just my luck!”
“This is so inconvenient.”
“We’ve already paid the advance.”
“We can’t just cancel.”
Banta, who was reading a detailed report on the Chisoti flash flood, slowly looked up from his papers.
An unreadable, darkly amused expression crossed his face.
“Inconvenient?”
“You are absolutely right, Santa.”
“How dare the India Meteorological Department issue a Red Alert that clashes with your non-refundable hotel booking?”
“It’s very poor planning on their part.”
Santa, missing the sarcasm, nodded enthusiastically.
“Exactly!”
“And a little rain can be so romantic in the mountains.”
“We’ll just take an umbrella.”
“A brilliant plan,” Banta continued, his voice dripping with irony.
“The Red Alert, you see, is just a friendly suggestion for the mountain.”
“It’s not a rule.”
“I’m sure the debris flow will see your booking confirmation and politely wait for you to finish your trip.”
“The flash flood has to respect the sanctity of your advance deposit, doesn’t it?”
“The local administration in Chisoti also thought the Red Alert was just a suggestion.”
“They kept the roadhead open.”
“The pilgrims also had non-refundable plans.”
“It seems the only one who took the Red Alert seriously was the river.”
The smile vanished from Santa’s face.
Banta’s tone turned from satirical to stone-cold serious.
“A Red Alert in these mountains is not a weather forecast, Santa.”
“It is a potential death sentence.”
“The people in Chisoti had a warning from the highest scientific authority in the country.”
“But the visitors felt their schedule was more important, and the administration failed to have the courage to make the warning mandatory.”
“We treat a Red Alert like an optional discount coupon for disaster, and we are shocked when the mountain decides to cash it in.”

- चेतावनी सुझाव नहीं हैं: मौसम सम्बन्धित चेतावनी का उच्च स्तर, वो भी मौसम विभाग से कोई सुझाव नहीं है जिस पर बहस की जाये। यह वैज्ञानिक आधार पर दी जाने वाली चेतावनी का सर्वोच्च स्तर है और इस के आधार पर जमीनी स्तर पर बिना किसी संशय के तत्काल आवश्यक प्रशासनिक कार्यवाही की जानी चाहिये और इसके अन्तर्गत पहाड़ो में उच्च जोखिम वाले क्षेत्र में आवाजाही बन्द कर देनी चाहिये।
- पूर्वाग्रह का खेल: आज के समय में पर्यटन गतिविधियाँ प्रायः जटिल व दृढ़ समय सारिणी से जुड़ी होती है जिसमे अग्रिम भुगतान की वापसी की गुंजाइश काम ही होती है। सच कहें तो यह व्यवस्था हिमालय के अप्रत्याशित मौसम बदलावों के अनुरूप नहीं है। जागरूकता, नियमो व नियंत्रण के द्वारा “चलता है” तथा “यात्रा चलती रहनी चाहिये” वाली मनोवृत्ति पर अंकुश लगाया जाना चाहिये।
- सख्त अनुपालन सुरक्षा ही की गारंटी: सुरक्षा उपायों का अनुपालन सुनिश्चित न करवा पाने की स्थिति में चेतावनी का कोई औचित्य नहीं रह जाता है। स्थानीय प्रशासन व पुलिस को तीर्थयात्रियों व पर्यटकों के असंतोष या विरोध के बावजूद चेतावनी के उच्च स्तर वाली अवधि में मार्ग अवरुद्ध करने व यात्रा रोकने का उत्तरदायित्व व अधिकार दिया जाना परम आवश्यक है।
- चेतवानियो का जमीन पर क्रियान्वयन: वैज्ञानिक व तकनीकी संस्थाओ द्वारा दी जाने वाली चेतावनी का धरातल में स्थानीय प्रशासन व पुलिस के स्तर से जीवन बचाने वाले उपायों के क्रियान्वयन में रूपान्तरित न हो पाना हमारी एक बड़ी कमी है और इसके लिये परस्पर सहयोग से स्पष्ट मानक प्रचालन कार्यविधियों का विकास किया जाना जरूरी है।
