Santa was standing in front of his under-construction property in a high-density municipal ward.
He had already raised three floors of heavy, unreinforced brick masonry and was busy instructing the workers to pour concrete for a fourth and fifth floor.
“Banta, look at my sky-scraper!” Santa cheered, looking up.
“I am maximizing my real estate!”
“More floors mean more hotel rooms, which means more wealth!”
“Modern RCC and brick can go as high as the sky!”
Banta arrived, accompanied by the Municipal Corporation Building Inspector, carrying a heavy ledger titled The Customary Architecture Register.
“Santa-ji, step away from the cement mixer.”
“This structure has officially violated the Municipal Corporation Seismic Height Limitation Bye-Law of 2026.”
“Height limitation?”
“This is the town, Banta!”
“Not a village!”
“I have the right to grow vertically!” Santa yelled over the sound of the mixer.
“You have the right to grow, Santa, but you don’t have the right to collapse onto the street,” Banta said, slamming the ledger onto a stack of bricks.
“Our Municipal Corporation has formally adopted the traditional building wisdom of the region—the principles of Koti-Banal, Kath-Kuni and Dhajji-Dewari—into the standard building code.”
“Traditionally, houses were limited to two stories, built with flexible timber lacing, because our ancestors knew that heavy, rigid, tall structures on these fragile slopes are absolute death traps during an earthquake.”
“But I’m not building with wood!”
“I’m using modern concrete!” Santa argued.
“Which makes it even heavier and more brittle on this soft alluvial soil!” the inspector chimed in.
Banta pointed to the law: “The new bye-law states that in high-hazard seismic zones, any construction exceeding two stories must undergo a compulsory third-party geotechnical load audit based on traditional safety boundaries.”
“Because you skipped this, the Municipal Corporation has the legal authority to demolish your top floors at your own expense and seal the property.”
“We aren’t being superstitious, Santa; we are using structural physics that our grandfathers mastered centuries ago to stop you from building a multi-story tomb!”
Santa looked at the heavy concrete mixer, then down at the narrow, crowded street below.
“So… my fourth floor is illegal because my grandfather knew how to handle an earthquake better than my engineer?”
“Precisely,” Banta said.
“Your grandfather built to survive; you are building to spend.”
“It’s time to listen to the logbook.”
